Pardo and Kaplan came from EverQuest. They never developed for the game they played with, they moved from EQ to WoW. But Ion came from WoW and develops WoW. It might just be coincidence, but I wonder whether it is related. WoW's current condition could be his attempt to fix all of the problems he had with premature WoW for a raider, which caters to his specific experience and tastes, which could just flat out not function in an existing game. It means he's molded it to what he needs, which entailed cutting off chunks and stitching on new ones to attempt to get it to fit. However, in the case of both Pardo and Kaplan, they had been designing a fresh new game. They were still able to take all their experiences out of EQ forward and employ them, but they weren't hacking apart an present game. Perhaps if they had been hired to operate on EverQuest, it might have experienced similarly catastrophic results. He can be the most intelligent participant but the most incompetent game director. They are not mutually exclusive. I'm not saying he definitely is incompetent, but my impression from the interviews he did is that he don't know what the players want or he's in a situation where he is at the stage of no return and end up doubling defending and down the game designs. When you're a healer doing less complete healing than your tanks in raid you've fucked up, the man lives in a bubble and has no idea what the game is like for the average or even top end player anymore because he himself doesn't bother. He grey parses in raid, and runs 1-3 mythic plus dungeons a week even early on in spots while his guild funnels him gear likely.
